This situation is at once an abomination and a contradiction of the very laws that the fbi and police pretend to enforce on behalf of the people. Unlike the notorious killers of the past,the serial killers and torturers of the fbi and police are never stopped. The twisted and insane mind of * Carl Panzram himself, for example,  are often replicated by the fbi/cia/dod operatives and agents in their global crimes spree: serial murders, torture (often while the victim is monitored and pleads for his life), forced suicide under the 24/7 surveillance by the fbi, murdered by plain old firearms or high tech gadgetry such as DEW and chemical warfare.
